SMART PROPERTIES ENTERPRISE LLC., was founded on September 26, 2008, founder, Marcellus Mobley learned the importance of strong work ethic, selfless service and commitment through invaluable teachings from family, church and years of military service. All morals and values that are deeply rooted in him are a direct reflection of what Smart Properties Enterprise exemplify.
We are a real investment company that acquires, renovates and sells properties throughout Virginia and North Carolina. Our core business is acquisition of and investing in single family and multifamily properties which are synergistic with our skills and experience.

Construction Management
Smart Properties Enterprise staff has over 30 years of experience in Construction and Finance. We excel in managing employess, scheduling projects, securing permits and budgeting site finances/cost management. We also track work quality, ensure safe work conditions and make payroll is processed on time. Our vision is to create a mentor-protogee relationships with prime contractors that result in successful business ventures and enriching work environments.

Marcellus Mobley
President
Marcellus A. Mobley, the founder of SMART PROPERTIES ENTERPRISE, is a real estate investor and Class A contractor who builds and renovates detailed designed properties for new homeowners and residents through vision, strategic planning and cost management. Before starting a real estate investment business, Marcellus spent over eighteen years as a Budget Analyst and Finance Specialist for various Commands in the United States Army Reserve. After many successful years of implementing internal control measures to ensure legal and appropriate use of government funds, Marcellus now commits himself to promoting new ideas, strategies, and opportunities for families with housing needs.
Marcellus enjoys training for 5K, 10K and Half Marathons. He also enjoys hunting, fishing and planning for annual family vacations. Marcellus is available for renovation jobs, new construction projects and construction consultations.

Mary B. Mobley
Vice President
Mary B. Mobley, the Co-Founder of SMART PROPERTIES ENTERPRISE, is a planner/scheduler who collects and analyzes information used to plan and schedule various residential construction projects. Mary’s vast knowledge within the construction industry enables Smart Properties to provide clients with efficiency, accuracy and a reduction of conflicts due to scheduling errors. Mary provides customers with an outstanding customer service experience through
superb communication and problem resolution skills.
Mary’s greatest attributes are integrity, professionalism and selfless service. She thrives on challenges, particularly those that expand beyond the company’s reach. After a successful career of providing invaluable customer service within the banking industry and postal service, Mary a devoted wife and mother of two sons now commits herself to creating partnerships, empowering clients and improving residential communities through homeownership education. Mary enjoys reading, meditating and vacationing with her husband and two sons.

Maurice C. Jenkins
Chief Financial Executive
Maurice C. Jenkins is Chief Financial Officer at SMART PROPERTIES ENTERPRISE with responsibility for budgeting programs, financial management, and customer financial assistance. Prior to joining SMART, he worked for the Department of Defense, designing financial control solutions and advising Managers on effective internal control strategies. Notable is his four years as Vice President of Accounting Advisors, Inc. where he maintained accounting records, prepared tax returns, and processed payroll, for several companies in a variety of industries. In 2012 Maurice was recognized as an expert Financial Controls Analyst for the Defense Commissary Agency, and received several monetary awards for outstanding achievement in the financial internal controls program.
Maurice is in his 34th year as a soldier in the Army Reserve. He is currently the Acting G3 Sergeants Major for the 94th Training Division (Force Sustainment) located at Fort Lee Virginia, where he presides over change of command ceremonies, color guard events, and best warrior competitions. Maurice holds a bachelor of arts degree from the University of South Florida and an associate of arts degree from Hillsborough Community College, both in Accounting. He lives in Chesterfield, VA with his wife, their three youngest children. In his free time, Maurice likes to spend time with his family.

Javier Roman
Lead Contractor
Javier Roman is a self-driven, highly skilled contractor who offers excellent analytical & technical skills, decision making and time-management on jobs awarded to SMART PROPERTIES ENTERPRISE. Prior to joining SMART, he worked for HillPhoenix as a lead assembler for five years where he used a variety of tools and equipment in accordance with required specifications designated by the company. Javier was also recognized by the company for motivating and inspiring fellow employees to engage with the company’s vision. Javier’s areas of specialty include; painting, flooring, decks, vinyl siding vinyl replacement windows, room additions and framing. Javier shares the same vision as Smart Properties Enterprise – Unparalleled = Professionalism, Uncompromising Integrity and a Commitment to Excellence.
Javier has over 10 years in the construction industry and has completed many renovations throughout the Peninsula and Tri-cities of Virginia. Javier really enjoys spending time with his fiancé and daughter. He also enjoys watching different sporting events and playing pool with close friends.
Marquise Mobley
Inventory Specialist
Marquise M. Mobley is an inventory specialist at Smart Properties Enterprise with responsibility of ordering, receiving and counting all types of products for the company. Marquise is deeply rooted in the construction industry from years of working closely with his father, Founder, Marcellus Mobley. Smart Properties recently recognized Marquise for properly logging all receipts to ensure accurate inventory counts without any discrepancies for the year of 2017. He has proven to be a valuable asset to the company through commitment and his attention to detail approach for every order placed in his hands.
Marquise’s greatest attributes are self-discipline, organizational skills and his unwavering loyalty to customer satisfaction. Marquise is currently attending Virginia Commonwealth University where he is enrolled in the School of Health Sciences. He aspires to become a Physical Therapist. Marquise enjoys weightlifting, watching Mixed Martial Arts and spending time with family on vacations.
